The answer to big, corrupt, politicized and ineffective bureaucracies is to break them up.
NYC should not have 1 school district, it should have 15 or 20 - small localized areas, where citizens and parents have real power.

Here in Illinois, they gave the Chicago coppers hand sanitizer that was last manufactured in 2012, and not much else. Not even soap in the washrooms.
Willie Wilson a candidate for the US senate from Il personally loaded up the coppers with masks.
His people were passing them out in suburban churches, without so much as a vote for Willie sticker on them or the bag!
My wife came home with a bag of masks from Willie!
I think I will vote for Willie Wilson on 3 Nov!
