Here are some of the early details on how indoor dining will look:
Restaurants will be able to reopen at 25 percent capacity, which is half of the 50 percent capacity everywhere else in the state except for NYC.
Masks must be worn at all times except when sitting at a table.
Temperature checks will be required for anyone who enters the restaurant.
One member of each dining party will have to leave their information with the restaurant for contact tracers to reach out in the instance that theres a COVID-19 case.
Restaurants will be required to have enhanced filtration systems installed, though Cuomo did not immediately clarify what this entailed.
Tables will need to be six feet apart.
All restaurants will have to close at midnight.
Every restaurant will be required to post its full capacity outside and provide a phone number to report social distancing violations, either via voice or text.
Cuomo has presently set November 1 as the deadline for New York City to offer indoor dining at half capacity. That will be determined based on health metrics at that time. If infection rates continue to remain low the capacity could be raised before November.
For enforcement, New York will expand the State Liquor Authority and state police task force. The city will ultimately contribute 400 additional code enforcement inspectors, according to Cuomo.

Enserio? Less than a year ago I bought a shotgun and 2 boxes of ammo at the local gun store-and it was less hassle than what is listed here to just go out for dinner in NY-I don’t really see people going through all this bulls*** just for the privilege of being served-and paying for-a meal in a restaurant...

Between the new rules that nobody will follow to the T and when outdoor dining is done another 1000 restaurants will close
So my restaurant has 40 seats including the bar
So take that away
Now I have 32 seats
That leaves me with 8 people
I have double that outside and then some A-hole inspector pulls my liquor
license for some perceived infraction and between the fine and a lawyer it costs me 15 k to get it back
I am running a cash only business so NY GETS ZERO TAXES
So I am planning on closing permanently when the weather gets cold. My landlord is getting screwed but TOO BAD

If no one is working in town, who is coming in besides those still living there?
Manhattan would need to incentivize workers returning to the island and right now they have a penalty for being there so, everyone went home.
Manhattan may have to sell a lot of bonds to pay people to come back and since all of what made NYC fun is effed up why go back?
I freaking love Manhattan but, see the same thing here in San Francisco.
Our company is down 90% for deliveries into the city and I except for a sale I have to pick up tomorrow, I am not selling in the city at all
I also don’t bother trying to go to my favorite haunts as they are either closed or take-out only.
Skip that.
I go to restaurants because I don’t cook and don’t want to do dishes.
Same for Marin, Petaluma, Half Moon Bay, Carmel, Monterey. Only they made it worse.
$100 fine for not wearing a face mask or covering, 1st offense and gets worse from there.
Those are tourist towns and I don’t see how they make it with reduced visitors and many of my favorites places are closed until further notice.

My son was working from home during the pandemic until a couple weeks ago. He sends me pictures of what he sees on the streets as his bus goes through Manhattan. Unbelievable. He’s had co-workers harassed by roving mobs. Needles and feces litter the streets. Homeless sleeping right under the Macy’s 34th Street sign.
Unfortunately they are about as dumb as the people who elect them what is a common problem with socialists. Some are very bright in some areas, while in most other things amongst it common sense, they are about as dumb as a rock.
