Here are some of the early details on how indoor dining will look:
Restaurants will be able to reopen at 25 percent capacity, which is half of the 50 percent capacity everywhere else in the state except for NYC.
Masks must be worn at all times except when sitting at a table.
Temperature checks will be required for anyone who enters the restaurant.
One member of each dining party will have to leave their information with the restaurant for contact tracers to reach out in the instance that theres a COVID-19 case.
Restaurants will be required to have enhanced filtration systems installed, though Cuomo did not immediately clarify what this entailed.
Tables will need to be six feet apart.
All restaurants will have to close at midnight.
Every restaurant will be required to post its full capacity outside and provide a phone number to report social distancing violations, either via voice or text.
Cuomo has presently set November 1 as the deadline for New York City to offer indoor dining at half capacity. That will be determined based on health metrics at that time. If infection rates continue to remain low the capacity could be raised before November.
For enforcement, New York will expand the State Liquor Authority and state police task force. The city will ultimately contribute 400 additional code enforcement inspectors, according to Cuomo.

Go ahead and defund the PoPo. Then, give them jobs with pens and tablets so they can be code enforcers and go after the real offenders...the people not social distancing. That’s the ticket. Everyone would want to live in NYC then.
On August 7th, I traveled from my home in central NY State, stopping overnight at a hotel in Ohio, then continuing the next day to my youngest son’s in Indiana. I ate both supper and breakfast going out, and coming back. Stopped again in Ohio overnight coming home. Didn’t have any encounters at any time. I was gone about 2 weeks. I haven’t eaten out anywhere where I live. We only have fast food places, an Applebee’s and a Moe’s here, which I don’t go to, so I have no idea what’s been going on at area restaurants.
The contact tracing is just to send you spam and rip you off.

Besides a wait staff in masks and enforcing social distancing, each restaurant will have a compliment of BLM protesters to scream at diners and take their drinks. Antifa will be deployed if tips are not generous.
I just did. Sounds like many of the restaurant owners are suffering from Stockholm Syndrome. Groveling to, and thanking, Cuomo and Wilhelm for the few crumbs tossed their way? Any sympathy I had for them has just melted away. Since NYC has become a ghost town, I doubt whether they will fill their tables even at 25%.
