In truth, Sullivan had to wait 21 days before scheduling the conference due to procedural rules, so the delay is not on him, but it does tend to push the process past the election.
Interestingly, to me that delay takes away the motivation to not seek certiorari to the Supreme Court. If the process is going to extend anyway, . . .
