I guess they could use a remote video link, like Zoom, to get an approved person on line for the screening, until the equivalent training can be arranged for CBP personnel.
Or just appeal the decision.

A local judge in the radical counties attempts to press a land owner to pay rising property taxes (rising due to property improvement)
