Well, they are...because they have a penchant for getting into gun fights with police.
One discussion I heard last week said "Included in the statistics saying an unarmed black was deceased are incidents in which the suspect was firing at the police and later dropped the weapon during the encounter. This counts as an unarmed black killed by police."
