Yes. The contrarian view would be that Bannon actually did tap the till here, and that this makes it harder for critics of DOJ to charge partisanship over Spygate.
But I have to admit....this stuff happens at a LOT of funds and charities as you rightly said....and Bannon somehow rocketed to the top of the case list.

Few years ago the head of United Way(???) was accused of lavish spending etc and he basically hit the nail on the head...

Don’t expect me to raise BILLIONS of dollars by entertaining prospective donors at McDs or inviting them to talk to me in the Lobby of Motel 6.
To get money out of these people, I need to live like them.
