It’s all about shot placement. Looked to me like she hit him in the side. Until you hit a nerve center or the heart the perp won’t go down with a single shot.

SLCPD issues various models of Glock 9mm’s. Some officers are approved to carry their own firearms in other makes chambered in 9mm or .45.
