The President will make the unemployment EO’s and everybody will actually like it. How will Trump extend unemployment when there is no money appropriated to do it?

Maybe the trillion unspent from the last stimulus? Perhaps he could redirect it to extend unemployment benefits temporarily until congress gets its act together and make them look bad.
