I watched the video. Basementman says he hasn’t taken the test, forgetting that recently he said he was “tested all the time”. He then said he was “forward-looking” to debating Trump. Then went on to stumble over the word “fitness” twice before finally getting it right. I also noticed him slurring some of his words. That was all in a 1-minute timeframe. Remember, he’ll be debating Trump for about 2 hours. They’ll most likely pump him full of stimulents to keep him alert and awake, but after 30 minutes he’ll start to fade and spend more time sitting on his stool.
They thought they could secure the Presidency for whomever they choose for VP by using "moderate" "every day" "blue collar" guy Biden, knowing full well by earlier this year that Biden was in rapid decline and would never make it through a full 4 years.
Talk about 25th Amendment!

He could have forgotten; or, he took the tests but did not understand what they were for; or, both.
Instead of saying “I’m looking forward to debating” he said, “I’m forward looking to debate.” Man, word salad at it best.

If Biden should happen to win in November, I think the RATs will have to whack him. Really ... they have no choice. He absolutely can’t handle answering one question. What would be their other options? Have him fake a stroke maybe.
