There will be no war over this, and the Aswan High Dam did whatever damage to the Egyptian lands downstream (and the country's delta fisheries) that is going to get done. Release of waters from Lake Nasser to make up the shortfall wouldn't last forever but could handle immediate problems. Lake Nasser is seldom near its max, looks like the average depth is about one quarter the max.
