The quarantining of WELL PEOPLE and the masks are caused this second wave. The people who are sick now would have been counted before and the death rate would be unchanged.

Very much correct. It will go on until they say there is a vaccine to “defeat” the virus, except vaccines don’t defeat these viruses. If they did, we wouldn’t be bothered with the common cold or by the way more lethal seasonal flu. So, the answer is never.
As far as the difference between please and must when it comes to the useless masks, there is none.
