Violates the voting rights of citizens in that their votes are diluted by illegals.
Nice to know that Contra Costa is included in the “New California”. Wonder if I’ll need a passport to get to my job in a neighboring “Old California” county?
Why this wasn’t fixed after the First Civil War. i.e. “persons” opposed to “citizens” being counted for the census is hopelessly beyond me.

Not just illegals reduce House representation. 14th §2 says its reduced in proportion to those participating in rebellion or crime.
The issue isn't just citizenship.
The question is, are residents who are paying for services through their taxes entitled to any representation?
There are reasonable arguments on both sides.

There are places along the coast between Salinas and Los Angeles that are not lost to the Left. For their protection, I will not name them.
Representatives should be for citizens only.
If you are not a citizen, than you are only visiting and do not permanently belong here.
If you plan on staying permanently, you need to get citizenship.
IMHO, the issue is completely about citizenship — and applies to any nation.
There may be instances where your argument about taxation and representation applies at the local level — but, not nationally.
If representation for tax-paying illegal immigrants — what about illegal immigrants who don’t pay taxes? If you have to pay a tax to get representation, what about those citizens who don’t pay taxes? Isn’t representation a birthright for citizens?
Put another way — how much does an American [or other nation’s] citizenship cost? What level of tax-paying (price) should entitle one to representation?
Clearly, citizenship is a thing apart from taxes paid.
I’m afraid at this point, the blue California includes San Diego.
That map is a little dated, I have seen “State of Jefferson” signs on the East side of CA as far South as Mariposa County. Also would have to compete for Southern Oregon with the newer “Greater Idaho” movement:

The state line is a block and a half from me and runs on a wall between two houses. LA and Orange County
I think Santa Clara County should be there too.
