False: Biden misstates Delaware’s black population
Delaware has the "eighth-largest black population in the country"
Former Vice President Joe Biden exaggerated the size of the black population in Delaware in an interview in which he spoke about why he thinks he has more black support than Mayor Pete Buttigieg.
"I come out of an environment where I have the eighth-largest black population in the country, in my state, and that's where I got my political education," he told Axios.
Biden was referring to a comparison of the black population in states and Washington, D.C. by percentage, but he didn’t mention the word "percentage" in that interview.
In terms of raw numbers, Delaware — a state with a population of just under 1 million — has a small black population that does not rank among the top states.

The only reason for this article is to push the “that’s just Joe, he’s always made these gaffs. It doesn’t mean his mind is going” narrative. That way when Joe really steps in it (which he will) we will get the “oh c’mon that’s just Joe being Joe” BS.
Nature not content with denying him the ability to think, has endowed Biden with the ability to speak.
Time is being so unfair—it was the “other Biden” who said that stuff... :-)
The media is now trying to normalize Biden’s dementia. It’s just Joe making the same kind of gaffes he always did. It’s working on my college educated nephew.

A very phony puff piece TIME is using to grab the top spot when voters search for Biden’s gaffes on Google. They dishonestly focused on relatively minor gaffes, avoided recent ones indicating dementia, and tried to downplay Biden’s plagiarism. Gaffes they skipped include:
“You ain’t black.”
“I’m Joe Biden’s husband, Joe Biden.”
“Vote for an Obiden Bama Democrat!”
“You’re a lying dog-faced pony soldier!”
“I look forward to introducing, I would have already done it, had not, had, had uh, we not had the death, George had not been held up against that curb, I would’ve planned on introducing earlier but, had, had, uh. . .”
“My soul raged on seeing Bull Connor and his dogs.”
“Kids in Parkland came up to see me when I was Vice President.”
“You ought to marry into a family of five or more sisters.”
“The people coming in on these visas have built this country.”
“We cannot win this re-election. We can only re-elect Donald Trump.”
