China's Huaihe River flood response raised to highest

The Huaihe River Commission of the Ministry of Water Resources on Monday raised the emergency response for flood control to Level I, the highest of the four-tier emergency response system, due to the grim flood situation.

The water level at the Wangjiaba hydrological station on the main course of the Huaihe River had risen to 29.66 meters by 6:36am Monday , exceeding the guaranteed level of 29.3 meters, according to the commission located in the city of Bengbu, east China’s Anhui Province.

The guaranteed water level refers to the upper limit of the water level that ensures the safety of the embankments and affiliated projects.

The 1,000-kilometer Huaihe is one of China’s major waterways, running through the country’s east between the Yangtze and Yellow rivers.

The Huaihe main course is facing rising flood risks, as heavy rain is forecast in the region over the next three days, the Ministry of Emergency Management warned on Sunday.

Videos from the area are grim - little or no warning to the people. Their government really sucks, hope they start to figure that out soon. The vaunted PLA is invisible, while state media outlets say it looks like a great water fairy. Seriously, you can’t make that crap up.

Ever notice the names of government offices in these commie or Muslim countries? They are called “ministries” Who they minister to? How about a “ministry of Christian religion?” You will never see that.

To manage water levels behind the Three Gorges Dam, they calculate they must release a certain amount (depending on the rain forecast and modeling), even if downstream levels are also high.

I've posted this elsewhere, but I'll say it again. Why is the dam higher than the "guaranteed level" of 29.3m? If waters going higher are going to cause fails upriver, then the dam should be at that height where at that point, water flows over the dam and anything entering is equal to water exiting, and thereby NOT being able to cause any more damage farther upstream.
