I believe that I may have watched this speech live on C-SPAN back in 1993. Unless I am mistaken, Senator Biden was talking about criminals and never specifically mentioned blacks or any other demographic. The title here is false and the premise that this video somehow proves he is a racist is deceptive. There are enough incriminating speeches out there by him that we don’t need to falsify them like this.
Sounds like a dog whistle to white supremacists to me.
Oh stop. This absolutely needs to be made very public, voters have every right to hear it. Conservatives can and have made similar speeches and comments. Every time, they have been labeled racists because “everybody knows what they were REALLLLLLLY saying.” cough, cough.
In fact Trump has NEVER been as provocative in anything he has said, yet he is labeled a racist.

I didn’t hear him say blacks. If it’s not in there, we got nothing. At least from this.
The title may in fact be incorrect, and inappropriate. But it doesn’t matter about skin tone in this context of social justice and justice reform. He’s talking about people being “predators” (put it up with Hillary’s ‘superpredators’ comment); that people cannot be rehabilitated; that we have to reach people early and we don’t (School Choice); that we have to make the streets safer (defund police); and “I don’t care why they are sociopaths we have an obligation to cordon them off from society” ... and he had 24 years since this video to solve the problems he mentioned. His solution back then was more police and longer stints in prison.
He has to mention blacks or at least racial minorities, or this is of no use
