The basic narrative of the Immigration Reform and Control Act of 1986 is simple and well-known: Conservatives and liberals compromised, trading an illegal-immigrant amnesty for better enforcement going forward. The amnesty happened; the enforcement did not. The experience has haunted the Right ever since, making further compromises in the same vein incredibly difficult.
Often lost, though, is the story of exactly how the law failed and why it wasnt fixed. Losing Control: How a Left-Right Coalition Blocked Immigration Reform and Provoked the Backlash That Elected Trump, the new book from Jerry Kammer of the Center for Immigration Studies (CIS), fills that gap. It explains decades worth of developments in the politics and policy of illegal immigration, from the funding of think tanks to the coverage of major newspapers to polls of the general public to votes in Congress. Over all this, the botched 1986 law casts a dark shadow.
The overarching message here is that even as the public clamored for better immigration enforcement, the government was never really serious about it. Presidents occasionally stepped up activity to get good headlines, especially at the border, but neither the executive nor the legislature ever truly had the guts to punish businesses that hired illegal immigrants the most promising way of actually addressing the problem. Thus the 1986 law was toothless from the beginning, rarely enforced even as well as it could have been, and never fixed with subsequent legislation.
Kammer himself, the resident liberal at the restrictionist CIS, is open to another amnesty-for-enforcement deal, so long as the enforcement promises are credible this time. Reading his own book, one wonders how that could ever possibly come to pass.

One problem that will occur (if made ‘legal’)...they will all have visas, and then demand ‘regular’ pay. The underground business system will refuse, and a whole new group of migrants will arrive to take up the underground pay system.

GHW Bush was the President that was supposed to implement the enforcement measures that were supposed to make another amnesty unnecessary.
He had other ideas.
Namely to flood the country with foreigners to outvote the citizens to steal the country from us and subsume it to the UN.
New World Order could not happen with US standing in the way.
This should be part of a Comprehensive Immigration Enforcement bill, missing since 1986 ONE TIME amnesty. Since that amnesty was granted already, a second amnesty is off the table. What remains is the enforcement the Democrats have disallowed since then.
The List of Comprehensive Immigration Enforcement, missing since 1986 goes like this -
1) southern barrier;
2) require eVerify to hire;
3) end all chain migration;
4) birthright per Minor v. Happersett (plural parents);
5) end work visas;
6) 10-year moratorium on all new applications for citizenship (40 years to allow workplace automation effects on downsizing population);
7) Set up an illegal aliens victim restitution fund.
Enactment of these provisions will motivate illegal aliens to SELF-deport, and remove colonizadors from our welfare rolls.
We need to pass these protections in order not to make out Democrats as liars who promised the protection in exchange for a ONE TIME AMNESTY. The Democrats got the amnesty already. Now its past time for the protections we were promised.
Thats the trust the President is violating.
Estimates of the number of illegals in the USA are typically vastly understated.
