So this idiot won’t issue permits until Feb 2021. How much you wanna bet he suddenly acts all surprised when events scheduled for next spring cancel again in 2021 and he scream about lost tourism dollars.

No sane event planner would hold a event in said city in early 2021, possibly even into the summer. At that point many of these events may just cease to exist after 2 years of zero income but continued expenses.
