Changing diagnostic procedure is why the numbers exploded to no longer having to perform test but, can presume if symptoms are similar.
They are only "Suspecting" Covid not confirming or testing their guess.
There are financial incentives for hospitals to classify deaths as Covid and doctors are being advised on how write up their paperwork for a death certificate.
If Covid-19 was present, then that death is classified as a Covid-19 death.
No test required!!!
