Cost plus contract. The contractor is on the hook to fix their errors and won’t get fee, but they will still get the “cost” of the repair. It sucks. Bigly. But you’d never get a shipbuilder to take the risk on fixed fee unless they’ve built 50 or 60 like the DDGs or hundreds like the F-16.
First ship my husband was on when he joined the Navy in 1950. At that time she had a wooden deck.
