I live in Louisville, and my office is NOT in the good part of town. I can see a decrepit government housing project from my window. I see the cop cars going there virtually every day. I get how destructive the lifestyle is for the people living it.

I can believe these stats are accurate for black children living in such circumstances. But, the quote didn't specify whether these numbers were true for ALL children? Or, just specific to black children? Or, black children living in ghettos.

Some attributing is provided. Not sure I can confirm the way they are doing their mathematics, but... clearly, the underlying numbers are substantive.
