I read that The Great One had sanctioned explosive devices being put on USSR oil pipelines throughout those years and it made life difficult for folks there.

What I read, was it was not explosive devices, it was design flaws in the pipeline. He allowed them to steal plans for the pipeline, knowing if they used them, it would blow. It did.
