Not sure I'd call it "backing off". They're still under riot control orders, so they can only respond to certain calls. From the article: "The people of Portland, Oregon, had a brief glimpse of that reality, as police were forced to ignore all but emergency calls after law enforcement was tied up responding to violent rioting over the Independence Day holiday weekend." But that does force the folks in Portland to get a glimpse of what less of a police presence gives 'em, and I'm kinda content with that.
