Why is this being heard by a Federal Judge a couple of thousand miles away?

The whole objective is to make the domestic crude oil transport so expensive that importing oil from foreign sources becomes an economic decision on the part of the refineries, and so re-introduce us to much greater dependence on foreign sources.
