That pretty much rules out criminals, and yes a few rioters may decide to go for it but I’m betting they will be way outnumbered.
He’s just doing what the constitution authorizes, calling out the militia.

Every lawful gun owner. Bad guys can be lawful gun owners. Don’t what the laws are where he’s at. I live in the wild west, as long as you’ve never been convicted of a felony you can lawfully own a gun. Which means any antifa or rioter that hasn’t been caught yet qualifies.
