Two words:
Agenda 21
This is the point: if you want to live away from an inner city, its taxes, its problems, and its expenses... you can.
However, the Democrats will chase you into the suburbs and annex you into the city without your consent (it's been happening in NCarolina for years... probably other states too).
You can choose to move further away, but eventually you'll be caught. It's a power grab: a means to generate additional tax revenue without having to provide as many services. You could also argue 'taxation without representation', but that falls on deaf ears.
