It might not have anything to do with the riots. Beaches throughout the South have had recurring problems with unruly crotch-rocket enthusiasts of a certain ethnicity for many years now.

This was a problem in NYC before Giuliani. People would make false alarms, often fire calls, and ambush the first responders.
