If they have no legally recognized police force then immediately withdraw all federal funds that are now allocated to Mpls to support policing.

Armed citizens are not under the same restrictions and rules of engagement that cops are when dealing with criminals. I expect a bloodbath in Minneapolis as it plunges into chaos. Gangs will form and death squads will engage in assassinations.
If the leftists on the city council need help, call a Marxist college professor.
The counter to this is so easy. Print off a whole bunch of flyers advertising newly forming vigilante organizations, along with warnings that “the lawless will be summarily executed”.
To make it even more entertaining, make several of the organizations race-based, like “Black Americans for Law and Order”, “Chinese American Self-Protection Tong”, “Grupos de Autodefensa Comunitaria” (Mexican), etc.
Bet it would give their city government a collective, hysterical freak-out.
