They are winning brownie points with the black community. The council knows the mayor will veto it AND even IF it gets to the voters, it will likely not pass.
This vote will be remembered, but 4 months from now, if it gets on the ballet, it will lose and no one will blame the city council for “trying”.

Back in the day my brother had a property in the Little Five Points are and was part of the Inman Parks something or other organization. They were basically regentrifying the are, big Victorian buildings that needed refurb. My brother knew Bill Campbell and they would do things together like moving furniture. When Campbell was elected mayor of Altana, my brother who was an independent civil engineering contractor, said to his “pal” Bill maybe I can get a contract with the city. Bill looked at him and said” Tim, You’re the wrong color.”
