I saw the video on Daily Mail yesterday and watching it makes the whole story obvious.

The shooter is effed up out of his mind on drugs. Has no idea what planet he's even on. Can barely walk or stand straight.

Those looking for some story or logic beyond that are wasting their time. Bath salts or PCP crazy.
