As a former Fed I completely agree with this effort. When I hired I looked at experience before I looked at a degree. However, if experience appeared equal then I did look to see who had more formal schooling as a tie breaker at times.
As a current fed hopefully soon to be retired, I also agree. The Fed gov is full of people in management whose only qualifications for their job are not related to the job itself.
