no the idea is threefold
1 to see what the response time is for the cops in their areas
2 to get people desensitized to the fireworks that sound like gunfire
3 to use the real fireworks as cover to go into the suburbs and shoot and kill white people
well that would make more sense.

as for the other four boroughs and the other side of staten island..to heck with them.
Gotta get through a lot of Italian neighborhoods to get to my Italian neighborhood.
