Back when I lived in Germany (many decades ago) the police would have responded very harshly to such activity. Guessing it is much different now....
The local reports my wife translated indicated that they are calling in Police for all over Baden-Wurttemburg. The police here have no compunction about busting heads when required and Germans have a higher tolerance for violent police action than Americans. They care about whether an action does or does not comply with a rule, not if it was or was not appropriate.
I visited in 1986. The Polizei were not to be messed with. A friend was stopped for riding his gas-powered scooter in a foosgangerzone. For those who dont know what that means, it is a pedestrian-only area.
He had permission for riding the scooter in that area because he was going to/coming from the designated parking area for the businesses in that area. He was let go with no ticket, but it took 15 minutes for them to believe him that he was allowed to park in that area, and thus also legally able to drive through the pedestrian zone to access the parking area.
I lived there in the 60’s and saw people visibly shaken by the mere concept of having interactions with the polizei. Many of them were WW2 vets with battle scars, burns etc. Not to be trifled with.
