Such circumstances usually include eminent danger to occupants ( eg hostage) or a sound reason to believe that the evidence sought will be destroyed.

If it is a hostage situation or a terrorist attack, I can see it, but it is not worth an innocent person's life just to keep someone from flushing some drugs.

No warrants are needed in the case of a life threatening situation. If someone is holding a hostage inside a home, police (or anyone) can bust in to save someone’s life.
