This is North Carolina. It's a way more conservative state than people admit to. And they don't want such an "autonomous zone" interfering with all the great universities in the state.

Asheville is a mini Portland though. It’s probably the bluest island in the reddest sea of NC.

I was checking Covid statistics in various states, including NC. There is one chart that shows hospitalizations over time and the total available beds. NC has a HUGE overabundance of hospital beds, probably university medical school and research related.
