Alfredo Stroessner was dictator of Paraguay for 35 years. Their Constitution allowed the President to temporarily suspend rights, for a period of not over 90 days, by declaring a State of Siege. Stroessner did so, and then just kept renewing the State of Siege declaration every 90 days, for 35 years.
He can. but in light of the resolutions in both senate and house it would make no sense. They can just vote another concurrent res to end it.
The Democratic party has been running some of our cities for far longer than that.....longer than the Castro's have been in control of Cuba or Stalin in control of the USSR.

I was in Asuncion for a few days in 1966, when Stroessner was pulling the strings...it’s a place I was happy to leave...
