Criminal referrals have already been sent to the Justice Department and the overall number may reach as many as 16-17 by the end of next week. Investigators are working on additional ones as we speak and some are targeting the Mueller probe and how @GenFlynn investigated.

I suspect that the reason for having criminal referrals come from Congress and be highly detailed is Barr’s request. Having detailed Congressional referrals as part of the predicate for investigation and prosecution makes it much harder for federal courts to reject them as inadequate.

These referrals from congress will likely be treated the same as previous referrals from congress. Like the previous referrals of Rosenstein, Hillary, Comey, McCabe, etc. If they were from a more authoritative body than Congress, I might have some spark of hope for justice. But Congressional Referrals? Meh.
