A sweeping overhaul of police oversight and procedures is being proposed Monday by congressional Democrats in response to the deaths of black Americans at the hands of law enforcement.
House and Senate Democrats held moment of silence at the Capitols Emancipation Hall, reading the names of George Floyd and others killed. They then knelt for 8 minutes and 46 seconds now a symbol of police brutality and violence the length of time prosecutors say Floyd was pinned under a white police officers knee before he died.
Were here to observe that pain, House Speaker Nancy Pelosi said, drawing on the nations founding with slavery.
Were here to respect the actions of the American people to speak out against that, she said, before kneeling on one knee. We are here to honor George Floyd.
According to a draft outline obtained by The Associated Press., the Justice in Policing Act to be unveiled Monday would limit legal protections for police, create a national database of excessive-force incidents and ban police choke holds, among other changes. It outlines the most ambitious changes to law enforcement sought by Congress in years.
Rep. Karen Bass, D-Calif., chairwoman of the Congressional Black Caucus, which is leading the effort, said called it transformative.
Were in a real moment in our country, she said Sunday on CNN, speaking after days of massive protests set off by the death of George Floyd and other African Americans involving the police.
Bass said the package from House and Senate Democrats will be bolder than any law enforcement changes of the past decade. It is time for police culture in many departments to change, she said. And we believe that the legislation will make a major step forward in that direction.

Fox covered the act. It was another opportunistic and disgusting democrat display. Switched to Newsmax TV.
I don't see anywhere in any of these overhauls a call for REDUCING THE AMOUNT OF CRIMES committed - by everyone. Seems to reason if people just started obeying the law, the need for Police involvement would go way down.
But I know that's a pie-in-the-sky wish......
The African scarves and masks are over the top what a bunch of pandering absolutely nauseating!!!
No. They’ll find another shiny red ball to chase soon and their respect for blacks will go back into the closet where it always resides until they trot it out for the next election.
Absolutely agree with you. However, I did like the scarves as opposed to the dips that were wearing them.
Photo op for the plantation folk.
It is the Masonic Solve et Coagula at work.
Dissolve/destroy and then recreate in their own twisted satanic image.
Time to preserve/restore order for the greater good and glory of God!
No, it is big time Virtue signalling!
Virtue signaling pays big, everybodys trying to cash in!
The main difference I see between this election and 1968 is that in 1968 not all the Democrats were on the side of the criminals.
Is Nancy calling Nadler “morbidly obese” for not kneeling?
No, I didn't read the article.
I dont want to go all Constitution on these people - but police affairs are not a Federal matter.
Could it be that maybe Nancy was on some of the same stuff found in Floyd’s body?
I thought it was Kwanzaa, and I’m particularly offended because of separation of church and state.
