(Laredo, TX) City Council reaches agreement with government providing right of entry for 982 acres along the Rio Grande.
The city is the largest landowner in the Laredo area to have been sued over this right of entry, the first document the federal government needs signed by any property owner with land that could be impacted by a border wall. If a landowner does not agree to sign this form, the Department of Justice will pursue a condemnation case against them in federal court. A landowner has never won a right of entry case against the government...
The agreement, which both entities have now signed, lasts 12 months, and the Department of Homeland Security must notify the city 72 hours in advance whenever they plan to enter their land.
It also stipulates that the city is permitted to inspect any plans, designs or studies related to construction and can provide the government with any “suggested changes or modifications of such documents.” The government has agreed to consider these suggestions “in good faith.”...
They were able to delay the process slightly, since it’s been about three months since the government filed the lawsuit in early March...
“This is property along the riverbank, and certainly there’s erosion issues and other issues, the topography and any channels that are coming into the river, they make the process of construction quite difficult. So I don’t expect their job to be easy from this point on,” Balli said.
A construction contract has already been awarded to build the wall in 14 miles of the Laredo Sector, some of which includes city property. Construction here, from El Pico Road down to the railroad bridge, could begin as soon as January 2021, according to Customs and Border Protection.

Separate court filings will likely be required to actually take possession of the land/start construction, but like the surveys, the outcome of those court filings is also a foregone conclusion - if the Federal Government says it needs it, it gets it.

Then we will all get together in the re-education camp and discuss it. Who is in charge of setting up a place for freepers? Hopefully we get a spot with some shade. This honky doesn’t care to be on direct sunlight all day.
Laredo is the biggest city on the border (pop. ~250K) without significant barrier.
With the FY2020 Congressional appropriation, they will get 69 miles of Trump-style Super Wall System - bordered by the 30 mile Falcon Lake in the South, and a separately funded 52 mile stretch to the North.
Across the river in Mexico, Nuevo Laredo is famous for its cartel violence. A few years back, the Mexican Government had to totally disband the Nuevo Laredo Police Force, for its endemic corruption. They endured a lengthy period of martial law.

They are on schedule to complete the land acquisition, award the contracts and obligate the funding, before the end of the year.
When Obama took office, projects in that status were allowed to run until completion. They are difficult to stop at that point, with cancellation penalties (money wasted) likely built in. There is also a political price to pay, for such a high profile spurning of border security (outside the radical wing nut crowd).
Additionally, this stretch (69 miles around Laredo) was specifically funded by Congress, not part of any of the Emergency diversion of funds. It has Congressional support.
A lot of folks (local elites) want this barrier for the security and resulting economic development, but can’t say so in public, because of politics. They want to be able to pretend it is being done over their resistance (like the Congressional Dems allowing the President to keep diverting funds from DoD for the Wall, in exchange for their Pork Barrel payoffs).
If the Dems do take over in a big way (White House and Senate), they will likely find many ways to put the brakes on on the many Wall projects, but the status of this project is on track to be in a very strong (by historical standards) condition to complete, even if President Trump should lose the election in November.
Thx for more continuing good news. In about a year and a half almost 900 miles of new wall will be completed or in the final stages of construction.
Then it’s technology continually developed for CBP to put the final nails into the border mess coffin.
