That honestly doesn’t matter. He wasn’t doing anything violent at the time, he’d been more or less straight since he’d gotten out of jail, and he was (like many others) left unemployed by the Dem shutdown, since he had worked in a bar.
But that honestly doesn’t matter either.
He was disoriented, was thought to be drunk, told the cops he was having trouble breathing even before they took him out of his car...and they handled it all wrong.
The normal protocols for somebody who you may suspect of being under the influence of drugs are: be careful (because these drugs are toxic to people who even touch the clothing of users) and call EMS. Not handcuff them face down and stand on their necks.
