Yes. but it is asking a lot of men and women to speak out against others they work with. A hiring manager is unlikely to ever have to go into an active shooter situation and needing to depend on someone who they called out to have their back.

The hiring manager and anyone else who would knowingly sign off on a bad hire is the weak link.
