Define “protesters.” Does that include rioters and looters? And does “protesters” include people who set up roadblocks on public streets using trash bins, scooters, used air conditioners and other items to impede police advances toward them? They may have not been looters or rioters, but did these "protesters" obey police orders when they failed to disperse? Did these "protesters" peaceably assemble and "protest?"
