If there were as many 'good' cops as so many would like for us to think, they would weed out the 'bad' cops on their own. We don't actually seem to be seeing that happen, so I doubt strongly there are anywhere near a majority of them.
Better vetting and training is needed.
Better vetting might help some, but more actual accountability would help more. If your average citizen had done what this cop did, while showing such a blatant disregard for human life, he would already have been arrested given the evidence anyone on the planet can already see, and would be looking at a premeditated murder charge. The fact is, as MarkTwain stated earlier, we'll be lucky to see manslaughter charges stick against this thug. The only reason a simple manslaughter charge will stick is because there is video and witnesses to the entire incident, and it is a political issue. If it were this thug, and his mates in a dark alley without cameras rolling, he'd walk simply by uttering the magic incantation of "resisting arrest".

When the 1966 Cleveland riots broke out, similar crap was going on. An oddity was that in a block of looted stores, one stood out, unharmed. Back in those days you had real reporters, and he tracked down the owner to see if he had paid protection money.
The guy said no, he just hired “Two of the biggest, meanest-looking black guys”, he could find, gave them each a shotgun and had them stand by the shop’s door. He said the rioters would come charging up, see the two “guards”, and turn tail on a dime.
There’s a lesson in there somewhere.
