Uh, no, they don’t. No “theory” about it. The FCC regulates “radio and communication” They are not permitted to regulate the transmission of electricity or the use of electricity. You are essentially saying the FCC could, if they wanted, require licensing of vacuum cleaners. They can’t. They have no authority in that area. NONE. It’s not their purview. Certain consumer electronic products DO have to pass FCC testing, but not every electric device that uses electricity.
