I agree with all this. The woman is an entitled moron who thinks rules and laws don't apply to her, and she threatened a man with fake legal charges. Disgusting.

I do have a problem with the guy too - he apparently tried to lure her dog using treats to punish her for having her dog off leash. Busy-bodies like this who can't grasp the concept of minding your own business are never blameless in the situations they trigger.
