The "Karen" thing isn't just about being angry - it's about being entitled, meddlesome and trying to get others in trouble because they don't do whatever "Karen" thinks is right. The stereotype exists for good reasons - because so many "Karens" exist.
In this NYC dog thing, I see two Karens - the woman and the guy. The woman was worse, by far, because she threatened to file a fake police report that could have gotten the guy in serious trouble. But the guy could have minded his own business, too.
