It appears to be a particularly egregious massively inappropriate use of force.
They were telling him to get up and get in the car while one of them still had his knee on the guy’s neck/head.

When he died, he was handcuffed, lying on the street, on his stomach, with the cop's knee on his neck until he passed out and then died.
A neighboring business has security video showing the guy never resisted arrest at all.
