Who owns what Google has deep-sixed? Google, the producer, or anyone who wants to make “fair use” of it?
I bet the answer is buried deep in some contract that flashes on the screen from Google when you send in the video. You know, the check box which says, “I have read and agree to the terms and conditions of use.”
I noticed that Google is filtering out search results related to coronavirus if you use words like gates and vaccine in your search. Things that were matched just a couple weeks ago. The articles are still up but the matches are not found.

Try Bing out on that. I just did and saw reasonable results along with the Snopes doing their lame brain debunking
Maybe they could show the infamous video that incited (wink)(wink) the Benghazi raid.
Wish they’d restore the channel of WWII Radio Broadcasts they removed, because supposedly they violated YT’s hate guidelines because they had broadcasts of Hitler’s speeches.

Facebook too. I see and hear nothing at all from #OpenNY. Nothing. Don’t know what they’re doing or what they have planned or how a particular event was attended or how it went.
Most of these videos aren’t worth the bother to watch, but I found one that was interesting. I saw this on the news at the time, a legitimate story; but, clearly someone doesn’t want anyone to know about it.

The producer has inherent copyright. Google merely indexes it.
You can make fair use of a portion of it and cite the source.
