President Barack Obamas Treasury Department regularly surveilled retired Army Lt. Gen. Michael T. Flynns financial records and transactions beginning in December 2015 and well into 2017, before, during and after when he served at the White House as President Donald Trumps National Security Director, a former senior Treasury Department official, and veteran of the intelligence community, told the Star Newspapers.
I started seeing things that were not correct, so I did my own little investigation, because I wanted to make sure what I was seeing was correct she said. You never want to draw attention to something if there is not anything there.
The whistleblower said she only saw metadata, that is names and dates when the generals financial records were accessed. I never saw what they saw.
By March 2016, the whistleblower said she and a colleague, who was detailed to Treasury from the intelligence community, became convinced that the surveillance of Flynn was not tied to legitimate criminal or national security concerns, but was straight-up political surveillance among other illegal activity occurring at Treasury.
When I showed it to her, what she said, Oh, sh%t! and I knew right then and there that I was right this was some shady stuff, the whistleblower said.
It wasnt just him, the whistleblower said. They were targeting other U.S. citizens, as well.
Only two names are listed in the whistleblowers official paperwork, so the others must remain sealed, she said. The second name is Paul J. Manafort Jr., the one-time chairman of Trumps 2016 presidential campaign.
The other names include: Members of Congress, the most senior staffers on the 2016 Trump campaign and members of Trumps family, she said.

The fault for all of this is Trump.
Until late 2019, Trump retained Obama’s IGs at State, FBI, DOJ, Treasury, Intelligence Community, CIA, Defense, IRS, Homeland Security (Immigration), and just about everywhere else that mattered politically.
Total incompetence or total negligence on Trump's part.
Trump needed to fire EVERYONE who was appointed by Obama and leave all the positions vacant if the Senate refused to approve verifiable Conservatives.
If a leaderless department or agency needed an executive decision, tell them to make an appointment with the president, explain the issue, and the president will decide.

Delmar, the deputy inspector general who issued the ruling, functioned as the departments acting inspector general since June 2019 because nobody was appointed as Treasurys inspector general. Delmar has worked as an attorney in the Treasury inspector generals office since July 1999. He was previously a trial attorney in the Department of Justices tax division, as well as a tax litigator and criminal tax program manager with the IRS Office of Chief Counsel. He said in an interview Friday that the has no partisan affiliations.

This surveillance program was run out of Treasurys Office of Intelligence Analysis, which was then under the leadership of S. Leslie Ireland. Ireland came to OIA in 2010 after a long tenure at the Central Intelligence Agency and a one-year stint as Obamas daily in-person intelligence briefer.
The other possibility for keeping them in place, is to begin to expose the amount of corruption that is in DC. How would we ever know if they were just fired? Trump has shown me just how large and deep the cesspool is in that place. Its more than just congress and its more than just FBI and CIA and intelligence agencies. Its damn near everyone in the whole place.

That answers my question why so many Treasury department people were on the list that Grassley and Johnson released. These people are not investigators, who can legitimately request unmasking; they are consumers of the unmasked intelligence product. This is getting good. Time for all whistleblowers to come forward.
