if I’m not mistaken (quite a possibility) they cannot do so until the 90 day term has expired, on June 4...

HERE IS A PARAGRAPH FROM THE PN GOV’S MARCH 6, 2020 PROCLAMATION

Note the last phrase of the paragraph which shows up in several places in the proclamation.

FURTHER, I hereby authorize the Secretary of the Pennsylvania Department of Health, in her sole discretion, to suspend or waive any provision of law or regulation which the Pennsylvania Department of Health is authorized by law to administer or enforce, for such length of time as may be necessary to respond to this emergency.

Penn Codes Title 35, Health and safety Section 7301. but no state of disaster emergency may continue for longer than 90 days unless renewed by the Governor.  The General Assembly by concurrent resolution may terminate a state of disaster emergency at any time.  Thereupon, the Governor shall issue an executive order or proclamation ending the state of disaster emergency.
